A Duma is a Russian term. The Duma was established in 1905 by Tsar Nicholas II as a parliament. However, it was a parliament which could be overruled by the Tsar and so it had very limited powers.
Nicholas II brought the Duma into existence because he had faced some internal unrest and unsuccessful revolutionary activity since 1903 had left him vulnerable. This unrest was consolidated in 1904 during the Russio-Japanese War. In 1904, the Minister of the Interior was killed by a bomb, major strikes had occurred and on January 22nd 1905, one thousand people were killed and several thousand injured in a peaceful protest which was set upon by the armed guard.

Nicholas knew that some concessions had to be made to appease his people and this is why the Duma was created. The first Duma only lasted until July 1906, when the Duma was dissolved. The second Duma lasted from March to June 1907 and the third Duma lasted until 1912, with the final Duma in existence until the revolution of 1917.
