The major problems which pakistan faced when it was created in 1947 were :Refugee and Accommodation crisis = there was a large amount of refugees migrating from India and Pakistan didnt have sufficient resources to establish all of them.Geographical Problems = The 2 wings of Pakistan, EAST AND WEST, were two far apart. This made them really difficult to administer as there was also a lack of communication at that time.Canal Water Dispute = Pakistan had Five major rivers but the problem was that all the headworks of these rivers were given to India. To ensure that Pakistan de-stabilized, India reduced the water supply of the rivers and released it in the time when water wasn't needed.Social Problems = Pakistan consisted of 6 provinces with 6 different languages. The customs and way of living were mostly different of every province. This made it difficult to unite everyone in the early time of difficulties.Distribution of Assets = India distributed the financial and military assets unfairly.Pakistan also didn't inherit any office building or stationary from the British as the area granted to Pakistan was mostly undeveloped in the period of British also..HOPE you LIKE MY ANSWER :D

Basically there were so many problems like accession of princely states, rehabilitation of refugees, economic crisis, shortage of funds, less or lack of weapons ( there was not a single ordnance factory at the time of inception and most importantly threat from india and also russia for warm waters.
So there were so many issues

The problems which pak faced after independence includes shelter for public,food shortage,no discipline,no policies and a lot.
