I believe that they shouldnt because it is in violation of Amendment number one, it is the franchisees responsibility to rate the music, plus if people are really worried about it just have the guardian listen to it first then you will know whether it is right or wrong to listen to, if the person is 18 or older they should know whether it is right or wrong to listen to but its their choice.
