First of all, here are the scriptures which speak of Deacons. There are only two of the books of the Bible that mention Deacons and their position and service in the Church.
Phil. 1 : 1
1 Timothy  3 : 8, 10, 12, 13

Your speech might start something like this:

Welcome everyone, this is a very special day for us. This is the day that we offer a very warm and heart-felt welcome to some of our most prized members. Although I am sure, because of their unfailing humility and humble spirits, that they would disagree, our Deacons are a cherished and vital part of our Church family. We have looked to them for leadership and guidance, help and support for as long as I can remember. This day of welcome is our meager way of showing you  well deserved recognition and our deep appreciation for your invaluable service.

The Bible says in Titus, that a Deacon must be found blameless. Timothy goes on to say that a 'Deacon must purchase to themselves a good degree and great boldness in faith which is in Christ Jesus.' I think 'boldness' just about sums it up for at least some of you. (humor)
Seriously though, we should examine what it truly means to be in the 'service' of God. Wow! That really sounds important when you say it out loud. To be a servant of Gods' people for His purpose. "He that is greatest among you shall be your servant."  Our Lord Jesus said that Himself in Matthew chapter 23.
