Yes, it does. For many years Arizona opposed this, but in 1992 they voted to make it an official public holiday, and on 18 January 1993 the state celebrated MLK day for the first time. At that time Arizona wasn't the only state not to recognise the day, but by 2000 a law was passed requiring all of the 50 US states to observe it.
