Can press regulation ever be justified in a liberal democracy?

Yes, under certain circumstances I do think that press regulation could be justified in a liberal democracy.

If there were events that were inciting a riot or causing any kind of chaos, then I do think it the press should be regulated for the safety of the general public. Another example, would be war times. If an embedded journalist is in a position to reveal secrets that would cause harm to our troops or country, their freedom of speech should be regulated.
