How will the international community respond if it's proven that the Syrian government has used chemical weapons against its own people?

There are two possible outcomes if it is indeed proven that the Syrian government has indeed used chemical weapons on its own people.

Possibility 1: This will set the standard for surrounding countries, causing them to follow suit. Surrounding countries will use chemical weapons against their own people for manipulation, crowd control, enforcement of government policies, etc.

Possibility 2: An infectious series of riots will break out within the surrounding countries causing distress among the international community. I would even dare say, that the surrounding countries would go as far as to attack Syria.

These are just a few speculations. Of course, I'm no war room commander nor a politician, but there's my two-cents.

Do you think that the use of chemical weapons by the Syrian government on its own people means that international intervention is the only solution? Does this represent that a 'line has been crossed' and now the only possible resort is force?

I certainly think that much more should (and could) be done to help the Syrian Free Army and the innocent civilians being caught up in the crossfire.

I think that if any peaceful action is going to be taken, it needs to be taken now. Because, in the future, the line will get crossed again. At that point, they'll HAVE to use force, as much as I hate to say it.
