Has anyone ever heard of a benevolent police state, fictional or otherwise?

"Benevolent" and "police state" are not words I'd put together.

Yes I've just read about him and his fan fiction it isn't worth the time.

If you mean what I think then go to the UK where you can murder somebody and be out in 10 years or less.  The police are nothing like the police in the US and in prison the jailers have to address you as Mr/Ms/Mrs.
