I'm not sure about voting on line, but you my be able to use your name and ss#. To vote at your local town hall, you don't need your voter reg card. They have a register with all eligible voters on it. All you need is proof of who you are.
Yes you can, the voting pole that you go to should have you on record.
Depending upon the state, you will not necessarily need your driver's license, social security number, etc. But in others you will.
