It was created in 1909, on President Abraham Lincoln's 100th birthday anniversary. It was created in response to the many lynchings of blacks in the South, and it was to address the physical, educational and economic injustices blacks suffered in general all over US. It addressed the rights and lack of liberties blacks suffered.
