Bureaucracy can be found in the operations of any formal organization and Ghana has formal organizations operating the country. The bureaucratic culture is difficult to achieve in Ghana because of the prevalence of bribery and corruption in the heart of the organizations. Nepotism, synonymous with the phrase whom you know is another factor hindering an effective practice of bureaucracy in Ghana. Recruitment which needs to be done based on Meritocracy is done on the basis of relations between potential employee and employer.Non-enforcement of rules and regulations also account for the difficulties Ghana is facing in the achievement of the bureaucratic culture. Most citizens of Ghana who do not operate their businesses but work in organizations have an "I don't care because it's not mine" attitude that does not promote the bureaucratic culture in Ghana. So you see, the bureaucratic culture can only be achieved if adjustments are made to address these issues.
