The Eleven Years Tyranny happened between the years of 1629 and 1640. This was when Charles 1st decided that he had a divine right to rule and did not need anyone to help or guide him or any semblance of democracy. So he did away with parliament.
He also introduced high taxation, bringing in Ship Money which was a tax on maritime towns, first established in 1635, but this did not bring in enough money so he brought in taxes to inland towns as well.
There was no real opposition to Charles during this very bleak time, but he undoubtedly sowed the seeds of discontent which then led to the English Civil War starting in 1642.
He re-established Parilament in 1640, but only to try and force through reforms which he felt may be unpopular and he did not wish to be associated with them as the sole owner of these new ideas.

The Eleven Years Tyranny (also called the Personal Rule) happened between the years of 1629 and 1640. This was when Charles I decided that he had a divine right to rule and did not need anyone to help or guide him. So he did not listen to Parliament and did what he wanted to do.
Charles’s two chief advisers during the Eleven Years Tyranny were William Laud, the Archbishop of Canterbury, and the Earl of Strafford ("Black Tom Tyrant").

It was a time when Charles thought he did not need anyone else's help. During this time he introduced Book of Sports, Tonnage and Poundage, Ward-ships, Monopolies, Knighthoods, Coat of Conduct, Forest Law, Forced Loan and Ship Money. After then Parliament were very furious so they started a civil war.
