As we saw from the cold war america will win with its economy and cleverness. We tricked Russia into spending themselves stupid trying to keep up with a weapons stock pile that we didn't really have. And that trick will always work because in war you can't afford to underestimate you adversary. But you can't afford to overestimate them either.
