I'll make an unusual pick - Robert Clive, aka Clive of India. He was of all men most responsible for the successful colonisation and exploitation of India by the British, providing the financial engine that would drive the Industrial Revolution and erect so many magnificent public buildings right through to the glories of Victorian Britain in the 19th century. His work also marked the rise of the merchant and the industrialist as the real powers in the land.
