First of all, Buzzfeed is a fairly recent US website that creates entertaining content, that aims at being "social" that is, the kind of content you would share with your friends.
Plus, it has all sorts of funny quizzes that claim to know something about your personality or tastes, relying on the answers you give to them.
I couldn't find the one you are looking for, maybe because they usually change and delete the old ones, keeping only the most recent stuff, but I found these ones instead:
"Which Founding Father are You?"
"What U.S City Should You actually Live in?"
And I also found this: "How Philadelphia are You? ", which I believe was pretty similar to the California's one. Basically, you are given a list of behaviours, characteristics or simply "things" that are considered to be typical of a certain place or state. The more boxes you're able to tick, the fitter you'll be to be in a certain state.
I believe the main purpose of these quizzes is that you're able to share it with your friends on social networks.
