Hong Kong, which is part of China, has a different scheme for government than the rest of the country. This is what is known as "One country, two systems". When Hong Kong was returned to China by the British it was on the understanding that it would maintain its capitalist ethos. To do this it was understood by all parties that Hong Kong would need to function as an autonomous democracy under overall Chinese control. That democracy has been called into question recently as the Chinese authorities appear to be choosing the candidates and vetoing those that they do not like.
