What does it mean to be French?

On a national level, it will mean that you have an overinflated idea of the importance of your country. You will attempt to take a place on the world stage but almost no-one will notice. You will continue to hate those who have repeatedly helped you out of a hole in the past.

On a personal level, it means you will have been born in France or one of her colonies. You will be well educated and socially aware. You'll probably have an appreciation of the finer things in life and be a good friend and companion. You'll never learn how to play cricket.
