Here in the UK,we are governed by both Elected officials (Members of Parliament, County, Town and Parish councillors and so on) and appointed officials. The same applies to all democracies (although the structures and names will be different). Democratically elected people make policy with regard to how a country should function, they pass responsibility for implementation to a civil service.
This might be considered a bureaucratic administration, since the execution of this administration is carried out by unelected officials.
