What is the motivating factor behind the government in America going out of their way to help Arab immigration over others? Edit

Your question is flawed.

America has only taken in about 1,500 refugees from Syria.  Out of approx 4.3 million displaced due to the fighting. 

Compare that to the approx 12 million illegals here from Latin American countries.

Note that the numbers in that wikipedia article, for the US, come from FOX News. - and are the same 1500 as CNN reports.
