It is a tough call if you are the leader of a smaller country, especially one of the poorer ones. Most refugees want to go home as soon as it is safe. They own property or small businesses and may have had to leave other family members behind. This happened during the Bosnian crisis and the vast majority of them went home when it ended.
Depends on the economics, size of my country and the votes of my people. 100,000 most likely NO. Much smaller group yes.
Being from Florida and being around during the The Mariel Boatlift in 1980 when 125,000 people came over from Cuba, I have to say no. You don't know who these people are. Letting in a bunch of unvetted people into a country is a mistake. Especially ones that are coming from an area that is none for its hate for western values and ways.
