If you are talking about the tolls on roads, they are there to pay for the financing of the roads. That way only the people who use the roads pay for them, not people who live on the other side of the state that may never use them.

Do cyclists / pedestrians pay tolls?
That is a bone of contention with drivers in Oregon - since the state and cities keep taking road space for bike lanes, and the cyclists don't pay gas taxes which pay for road maintenance.

Tolls pay to maintain roads, bridges and someone's got to pay those men salary's that are standing around looking down in that hole.
