It is the law that an electoral register of an area should be made available for any person who asks for it. Therefore there are copies of the electoral registers to be found in all the public places like the local libraries, town councils etc. if you want to have a look at the electoral register then you just have to go one of these places and request the caretaker for it. It certainly has the addresses and the contact numbers of all the registered voters in that place.

But it would be very difficult to trace a person with the help of the electoral address because the register is catalogued according to the addresses and not by the names of voters. Hence if you do not know the whereabouts of a person in this area it would be very difficult to look him up in the electoral register and find him out. But if you have a lot of time and patience then maybe you can go through all the addresses and the names against them until you find the person you are looking for provided that he/she is a registered voter.
