Yes. The Kushwaha Samaj in Bihar is same as Saini/Mali samaj in Rajasthan. The fundamnetal work of these comunities are forming.

Yes they r same, but why bother so much about caste system, we all are human. I don't know how one caste gets superior over other caste, I mean, it's not it my blood, it's just a caste, please do not mind my answer. Just told what's in my heart. The traditional occupation of Kushwaha is agriculture/market gardening. They can be found on both sides (landlord as well as landless) in Bihar. Saini Mali caste of Rajasthan/UP also has the same occupation and hence it may be similar to Kushwaha caste.

Some marriages happen between saini/phoolmali and Kushwaha caste in Delhi/Lucknow.

Mali community of Rajasthan and Gola community of UP started the name 'Saini' in the past century. Neither of these communities are originally Sainis but have assumed Saini identity. The real Sainis who were originally from Rajput stocks of Surasena (Mathura) are now only found in Punjab , JK and some parts of Haryana. These Sainis of Punjab do not intermarry with these neo-Sainis or with families from Mali, Kushwaha, Maurya, or Shakya community which are agan totally distincts. Sainis of Punjab are a forward community and not part of OBC.

As per my knowledge, Malis and saini are both one caste... And Saini of Punjab later on thought they are more rich then malis so they took them apart from mali.
