Congress passed the Elkins act which made it illegal for railroad officials to give, and shippers to receive, rebates for using particular railroads. There was also the Commerce Act and the Heburn Act or 1906 that were passed. Roosevelt also compromised with conservative senators who opposed the boosted government act.
