The program was a complete failure. The technology could not be made and it was extremely expensive to attempt to create. The Reagan administration took the funding out of "Social Security" to pay for it and then never repaid the money back. This is one of the reasons Social Security is on so much trouble today. Those who where putting the money in back then are now of age to collect it and it is gone.
