Any country where the political, economic and social power rests with very few people, a distinct class from the majority, like in Russia before (communist party) and now (rich barons and industrialists), China (communist party), Iraq in the days of Saddam Hussein (his family and tribe), North Korea (Kim Sung family), etc. Many oligarchies end up as dictatorships of some sort or another.
