It was poverty, many didn't have jobs at the time because farmers were being pushed out of their farms so that the farm land can be used for cattle. This caused farmers to move to big cities where they either worked for extremely low wages, died or resorted to stealing. Children that were found stealing or roaming around were taken in by industries very much like Oliver Twist. Other children had no source of money or income causing them to huddle around anything they could. It was poverty or more concisely unemployment that caused it.Hope this helps. :)
