It starts with a leader who is generally a leader for life a/k/a a dictator. Then he appoints his friends and relatives to life long jobs. Newspapers and TV/Radio are totally under gov't control, anyone who disagrees with what the gov't says is thrown in jail or killed. Free elections are non-existant.
