Why are some in the southern 13 counties of California investigating breaking away from northern California to become the 51st state of South California?

That was definitely the feeling when I was there, the South makes the money, and the North spends it. I think San Fran was considered an honourable exception.

Sounds similar to north and south jersey. When we tried to break away about 3 or 4 decades ago, all the northern counties voted against the 51st state of South Jersey. With that in mind, all the northern California counties will vote against the seccesation. They know who butters their bread.

It's because SoCal allegedly raids the local coffers to plug budget gaps.The breakaway is to address the problematic balance of power between Sacramento and California localities.It's borne out of a desire to resolve the state's structural fiscal crisis and shift more responsibility to the counties.It's a case of devolvement and not seccession.
