Can a culture exist without language?

no it cannot ...culture and language are parallel to each other

Language is the foundation of communication, so I personally can't see how culture could really develop without communication.

It is one of the things that creates human "culture" as opposed to animals, who manage to communicate - but down have the depth of communication that language allows.
