YES ... If the government TRULY wanted us to be "color blind", they would not require employers to ask people to "voluntarily" mark their ethnicity on hiring forms.
In this case, the woman grew up with black siblings (adopted, from what I hear) and lived in black neighborhoods - - so claims to associate herself with black culture. Given the number of white kids who try to "act black" - and the fact that white culture has borrowed from black culture for centuries (especially music and food) - how can anyone know if she truly does or not?
