I was going to say being in a gang, but there are laws of freedom of association that are problematic.

I was going to say drugs, but there are already laws and they aren't working well. Adding more seems... Hopeless.

I was going to say making illegal entry to the USA a crime, but that seems to be a law that would be ignored by half of America anyway.

I was thinking of something small, like a law against spitting or using your cell phone in waiting rooms, but I kind think those would never pass and would probably be unconstitutional. As are many of the suggestions above. So, it's a dream. I know, let's ban the IRS!!
