He has given a plan. He wants to make a system akin to the Medicar system that senior citizens have. Obviously, this man has never dealt with Medicare. AND Seniors still have to carry a secondary insurance on top of Medicare because it on covers 80%. When you have a $35k hopspital bill, that leaves the senior to pay $7k.
I suspect Bernie wants a single-payer system. I do doubt he would want to dump Obamacare BEFORE having his system ready to step in immediately. That approach would make him a GOP candsisdate.

What Sanders is advocating for US health care. His plan, so he does have a plan. The point is whether it is a good plan or not.
