Is there no difference between forms of Diplomacy and types of Diplomacy in International Politics ? Are they both same?

Diplomacy is a matter of perception. A wise man once said that the difference  between a diplomat and a lady is this:

If a diplomat says yes, he means maybe. If he says maybe he means no, and if he says no he's no diplomat.

If a lady says no she means maybe, if she says maybe she means yes, and if she says yes she's no lady.
