What do you define as a "major country". Could I pick Nero, for fiddling whilst Rome burned?

Well Rome was the major power in the "documented world" at the time. (China was probably more developed, but we didn't know that at the time.)

I'm not sure there is any evidence in the historical record for that , but I agree he is a candidate for "idiot in charge". I did "OK" KOs Nero option above.
