Great question. The White House, where the President lives, along with the Capitol building, where legislators work, and the Supreme Court building, where judges work, is located in Washington, D.C. Notice that Washington is a city that has an unusual abbreviation after it. That "D.C." stands for District of Columbia.

The District of Columbia is not a state. It was formed from land donated by Maryland and Virginia, which are states. The Constitution says that there should be a place where the Federal government is located, a location with a 10-mile radius. That is exactly what the District of Columbia is. (It is the same dimensions as Washington, the city).

The White House is on the National Mall, and it is near to the Smithsonian Museum network of museums, where millions of visitors come every year. It is also near the IMF, International Monetary Fund, and the World Bank, where nations gather to decide financial issues.

The Mall is a rectangular strip of grass and a pool of water, where many important gatherings and peaceful assemblies of citizens have occurred over the years. Citizens of Washington, D.C. do not have representatives in Congress. Their government is the Mayor of D.C. and the Congress of the United States.
