I'm from arizona and I work for the city of phx, and I can tell you for a fact we do not celebrate it or get paid for it as a holiday. We opted for a home town hero instead Cesar Chavez ! He was about Civil right too so, we have our day too. It does seem efd up that we don't celebrate such a tremendous leader.

Hey people, it is not a state's decision to celebrate it or not being that it is a federal holiday. At one time is was up to states and Arizona was one of the few to not celebrate it, but that has changed.
