Civil liberties are assured by a government. It restricts itself to protect its nation from bossy government. For example: U.S. Bill of Rights, which gives liberty of free speech etc.

Civil rights mean 2 things. In common law, civil rights are granted to the people of nation in order to protect them. These include fair trial and equal protection. In a civil law nation, a civil right is exercised under the law - as in the right to contract.
