Yes aurangzeb was responsible for the decline of mughal empire because of many reasons,

1.He spent a long time away from the capital fighting battles against the marathas in which he faced defeat.

2.He became unpopular among non-muslims due to the tax imposed on them known as 'jazia'.

There are many more reasons which support my opinion that aurangzeb was truly responsible for the decline of the mughal empire.

Partially yes and partially no also as Aurangzeb was a good ruler and was capable of controlling the vast mughal empire , but his policies made many enemies for him and due to his failing health in his old age, he was unable to stop the various rebellions and his weak successors made the empire come to a decline.

4. He led a luxurious life

Yes, He was responsible as he did not leave the throne until he was dead. As another person has discussed that his religious policies made many enemies for him and later they disturbed the empire.
