Well Federal governments and state (or provincial) governments have different jurisdictions. For example, money printing, taxation, military etc. Are Federal government's responsibility. State governments may look after schools, hospitals, local jobs and so on.

The members of a nation are bound together through factors such as common language, ethnicity, race, culture, religion and values thus promoting emotional and sentimental values amongst the people hence a nation is subjective. A state on the other hand is objective and refers to features such as a single fiscal system, a constitution, uniform system of weights and measures and a state is internationally recognised. The state is therefore objective.
Also not all states have a 'certain culture, people, language and history' as this would mean that a state only has one nation. This may be true for France (as there is a common language of French) or Wales and Scotland (both have common traditions, language, religion and history in their own states) but many states like USA encompass many nations, for example 'Polish-Americans', 'Italain-Americans', 'African-Americans' etc. This therefore means that a single state may have several nations hence they do not necessarily have a certain culture, language or people.
