Think of it like a person driving a car... The person is the Government and the car is the state. Government controls the state, but ultimately the state (or car) is an entity unto itself which can be driven by many different people (or governments)...thats how I always keep them straight.

A state is an entity that occupies a definite geographic area, has a certain culture, people, language history and the like. The term state is used to distinguish a certain territory from another one based on these factors. It is an independent and sovereign entity that can be distinguished from the other states and has certain administrative tasks to be carried out for its proper functioning. These administrative tasks are carried out by the government. This entity has the right to exercise power over the territory and the people. State is the territory in which the government can practice its authority. A state is like an organization and the government is like the management team.

A government is the people who run the state or country and a state refers to a portion of a country like a province in Canada

I think the question is not what a state is, but what is a state government and a federal government.

Well Federal governments and state (or provincial) governments have different jurisdictions. For example, money printing, taxation, military etc. Are Federal government's responsibility. State governments may look after schools, hospitals, local jobs and so on.

Government   A political or ruling administration of state or territory or country.
  Most of the world governments change by elections, except monarchy .

'A state ...has a certain culture, people, language history and the like.'...  This is wrong as it refers to nationhood, not a statehood. The members of a nation are bound together through factors such as common language, ethnicity, race, culture, religion and values thus promoting emotional and sentimental values amongst the people hence a nation is subjective. A state on the other hand is objective and refers to features such as a single fiscal system, a constitution, uniform system of weights and measures and a state is internationally recognised. The state is therefore objective.
Also not all states have a 'certain culture, people, language and history' as this would mean that a state only has one nation. This may be true for France (as there is a common language of French) or Wales and Scotland (both have common traditions, language, religion and history in their own states) but many states like USA encompass many nations, for example 'Polish-Americans', 'Italain-Americans', 'African-Americans' etc. This therefore means that a single state may have several nations hence they do not necessarily have a certain culture, language or people.

Thediifrence is stae goverment is serperate from an othe and foolows the las of that specific state.... Wher as federal state follows the laws of the constitutuiom  the u.s constitution ruled with the laws tooh make the worl diffrent and make us have freedn wiith the law of the united states! Thats the diffrence betwween us.
