On 21 March 2011, Afghanistan introduced a new postcode system and domestic addressing standard. Under the new system, postcodes consist of four digits; the first two digits, which range from 10 to 43 inclusive, correspond to the province, while the last two digits correspond either to the city/delivery zone (range 01-50) or to the district/delivery zone (range 51-99). Afghanistan's new postcode system is defined at the province level, but has been designed to easily incorporate future changes should it be expanded to the street and delivery point level. The law had been amended in 1973 and the country had no postcode system from then until March.

A chain of around 850 modern post offices well be established, revitalized and modernized though which ordinary, express and new added value services well be provided.
These post offices will serve as community communications centers and will be equipped with the Telecommunication and e-post facilities in partnership with private sector and Afghan telecom [It] will strongly focus on capacity development and establishment of postal academy for Human Resource capacity development and by the end of second year of the program such a center for training will be fully functional with all relevant facilities in alliance with regional postal training institutions." The three-year program has helped, the aims stated, "5000 Afghans to get sustainable jobs".
For overseas users, Expresspost (EMS) is the guaranteed worldwide conveyance service, and international expedited shipping option offered by Afghan Post Administration and about 200 other postal administrations worldwide. It was officially launched in January 2008 in Afghanistan. EMS guarantees delivery times of within two or three business days to final destinations worldwide with Internet tracking. The service is suitable for documents and merchandise. Having established the process of item delivery in inbound service operations according to international EMS norms, the items arriving to Afghanistan from overseas are delivered to addresses throughout the country.
