We can help them, we can give them equipment, we can send our men out there as advisers, but they have to win it—the people of Viet-Nam—against the Communists. We are prepared to continue to assist them, but I don't think that the war can be won unless the people support the effort, and, in my opinion, in the last 2 months the Government has gotten out of touch with the people.
The American presence was to train the military in south vietnam to defend themselves against the communist block in North. By the spring of 1961 US military stationed there had doubled, again to protect americans in a unstable region and to be advisers, not as a military reinforcement for south vietnam. Kennedy was not going to war with the North Vietnam even under pressure from his military advisers. On November 22, 1963, three months after his interview with Mr Cronkite, in Dallas Texas President Kennedy was shot and killed. Lydon baynes Johnson who was swore in during his get away from the crime scene became the 36th president of the United States. After he was sworn in, he reversed every executive order that Kennedy ever instituted, regarding government and the policy towards Vietnam. On August 2nd 1964, and which would be called the Gulf of Tonkin Incident, which lead the congress to pass the Gulf of Tonkin Resolution; the USS Maddox was attacked by two torpedo patrol boats in the Gulf of Tonkin. The Gulf of Tonkin resolution would give Johnson all legal authority to escalate American involvement in Vietnam. The war according to the history began when two marine battalion's invaded Dagang Vietnam in 1965, to protect Dagang airforce base from further attacks. The war was over on paper in 73, but did not end until the fall of Saigon on April 30th, 1975.
