Mostly because his peace plan was based on showing justice towards Germany; however, Congress wanted to punish Germany for starting the war. Therefore, what political changes Wilson wanted to make towards his goal were immediately shot down not only by Congress but also by the American people, who blamed Germany for its destruction of numerous American lives.
