The former president of the United States of America, Gerald R. Ford, granted clemency for the draft dodgers in the year 1974. The clemency for the draft dodgers was the conditional amnesty program for the draft dodgers who had fled to such countries as Canada during the Vietnam War. However, the unconditional amnesty came into existence during the presidency of Jimmy Carter.
This was the same year in which President Ford gave another former president of the United States of America, Richard Nixon (who was in the eye of a storm because of his involvement in the Watergate scandal), a full and conditional pardon for any of the crimes which the latter had committed during his tenure as the president of the United States of America. The full and unconditional pardon was granted by Ford to Nixon on September 8, 1974. The latter resigned from the presidency of the United States of America on August 9, 1974.
