Louisiana and New Orleans previously belonged to France before Spain took over the two regions from France in 1762. However Spain empowered the American farmers to use the sea port of New Orleans. Farmers used this port as a way of transportation of their products from the river to the sea.

It was in the year 1803 that Thomas Jefferson signed a treaty with France, which marked the purchase of Louisiana and New Orleans by the United States from France.
