As a result of constant attacks of the British and French on American ships and the way they seized American ships thus not recognizing America's right of independence, it was an immense matter of concern for the United States to preserve its independence, which augmented more because of the fact that not only were the British seizing American ships but they were also incorporating enforcing policies that frogmarched American sailors to serve in the British navy.
In response, the United States urgently emphasized on the demand of respecting the right of freedom of the seas of the United States. This practice got so severe and frequent in nature that finally in the year 1807, President Thomas Jefferson asked the United States Congress to pass the Embargo Act that would end all trade relations with other countries so as to retort to the unethical and wrong practices of Britain and France.
