After Germany's defeat in the First World War, Kaiser Wilhelm was forced to abdicate, changing Germany from an Autocracy to a Democracy, making was for the formation of the Weimar Republic.  The politicians who took charge, leader being Friedrich Ebert, had to settle surrender agreements with the USA, France and Germany, leading to the signing of the Treaty of Versailles.  The German people, who were kept in the dark about Germany's imminent defeat, believed that German could have continued the war, the politicians being named 'The October criminals' for signing the treaty, ultimately the centre of opposition to their rule over Germany.Germany needed a new government in 1919 to take over from the monarchy and shambolic rule of the Kaiser and his generals.
