Political sovereignty is the right/capacity to operate independently of influence, force or coercion by others.  It has a social as well as individual component/context.

Practically, however, no one and/or no entity can operate truly independent of the influence/coercion of others, so such a condition cannot really exist outside a poly science classroom.  It's an ideal for which to strive with the understanding that it will never be fully reached.
