Who Was The President At The Only Time National Debt Was Paid Off?

That would be Andrew Jackson. The last president to balance the budget and regain a surplus of revenue was Bill Clinton. By 1998 the U.S. Was making more money than spending, however the national debt was not paid off. So technically Jackson was the only one to manage that.

Bill clinton did not pay off the national debt. He balanced the budget. He was making a surplus of money, but there was still a large national debt. He had a plan to pay it off, but that never happened.

You folks are incorrect. There have been two and ONLY 2 presidents to ever balance the budget in this country - and only 1 who eliminated the national debt (Bill Clinton).
