We know culture is the sum total actions of people,and development is the freedom of people.Development is the process in which the expected change of a society gradually received.And the life style of each people are profoundly related of development.People want to develop himself,but people only expect those change which is relevant with his norms, values and life style.this is culture .So any development process have any controversy with people expectations ,then it will not mention continuity for long run.
